مادة 5:
لا يجوز التنازل عن الترخيص بفتح الفندق للغير، إلا بموافقة الوزير بناء على اقتراح الإدارة، ويشترط أن تتوفر في المتنازل إليه الشروط المطلوبة بموجب هذا النظام.
